Absolutely!
My Giant Lite electric bike gets 15 miles on a .5 kWh charge. If you compare the BTUs of energy needed to go that distance to the BTUs needed for a car to go that distance, you find that the electric bike gets the equivalent of 1200 miles per gallon.
By the same measure, simple electric scooters get the equivalent of about 200 miles per gallon, and regular gas scooters get 60-80 mpg. So any of these would be better than a car (except 2 stroke gas scooters, which put out tremendous amounts of pollution). The electric scooters require less maintenance than gas scooters.
Besides the fuel efficiency, electric bikes also provide some exercise for the user (particularly if they are pedal-assist rather than pure motor). This makes it more likely that the user will use the bike instead of a car for more trips, since the trips become much easier and faster. Electric bikes also make it possible for people with knee injuries to ride again without pain.
All in all, electric hub-motors on bicycles are well worth it. Just make sure to choose a reputable, quality brand.
